Dear Prospective Bidders, The United States Agency for International Development in Vietnam (USAID/Vietnam) intends to issue an Invitation For Bid (IFB) for a construction contract for USAID Second Interim Measures for Dioxin Remediation at Bien Hoa Airbase Area. The purpose of this Activity is to remediate dioxin contamination at the Airbase area. It aims to temporarily store highly contaminated soils for subsequent treatment and place lower contaminated material into a long-term storage area (LTSA). This Second Interim Measures activity targets excavation and isolation of soils from the airbase Southwest area, a high traffic area, and establishes the LSTA. Expected Results Excavation of 45,670 cubic meters (m3)[1] of dioxin contaminated soil from a high traffic, on-base area in Southwest. Safe temporary storage of 12,281 m3 of high contamination soil in the Ministry of National Defense-constructed storage area in Pacer Ivy (HCTS) and long-term storage of 33,389 m3 of low contamination soil in a long-term storage area (LSTA) to be established under this activity. The contract has a rough order of magnitude of between $12 million and $18 million for approximately 20 months of contract performance. USAID/Vietnam intends to use full and open competition for this procurement via an Invitation to Bid (IFB) where the award will be made to the lowest priced responsive and responsible bidder. In accordance with the authorized Geographic Code 937, US and Vietnamese firms are eligible to participate in this IFB. This competition is not restricted to small businesses. A draft IFB is anticipated to be available within two to three weeks after publication of this notice. The full IFB will be released electronically on www.beta.sam.gov in approximately five to six weeks from draft IFB issuance. Bid opening is anticipated to be at the end of August 2020. The full IFB notice will provide information on where plans will be available for inspection without charge. We anticipate having a virtual pre-solicitation conference in late May or beginning of June 2020 upon issuance of the draft IFB. Interested Bidders who wish to receive an invitation for this planned virtual pre-solicitation conference and later a copy of the project documentation must provide their contact information to the contacts listed in this notice. Any proposals/questions submitted in response to this notice will not be considered. Formal question and answer period will be announced upon invitation for virtual pre-solicitation conference and later after the full IFB is released. Prospective bidders are advised that this procurement is subject to internal USAID approvals and the availability of funds. This notice is NOT an IFB and in no way obligates the US Government to issue a full IFB and/or award a contract, nor does it commit the Government to pay for any costs incurred in the preparation of responses. This notice satisfies the synopsis requirement in FAR 5.2. If a full IFB is issued, all necessary information will be supplied at the time it is posted to www.beta.sam.gov, and information may be different than what is noted above and/or in the draft IFB.
