Dear Interested Parties, The United States Agency for International Development in Vietnam (USAID/Vietnam) intends to issue a Request for Proposals (RFP) for a design-build construction contract for USAID/Vietnam’s Interim Measures (IM) for Dioxin Remediation at Bien Hoa Airbase Area. The contract objectives are as follows: • Halt the migration of dioxin contaminated soil and sediment from the on-Airbase, Pacer Ivy area to off-base locations; and, • Excavate dioxin contaminated soil and sediment from select on-Airbase locations, transport, and isolate the soil and sediment in short and long term storage areas constructed on-Airbase. The contract has a rough order of magnitude of between $15 and $20 million. The work will primarily be done via two contract line item numbers (CLIN): • CLIN 1 – On-Airbase Interim Measures: The IM Contractor must furnish a design build (DB) package inclusive of all labor, materials, equipment and incidentals to design, obtain approval of the design, construct, and maintain interim measures, excavate soil and sediment containing dioxin at concentrations exceeding standards, from three decision units (DUs) as will be fully described in the subsequent RFP. • CLIN 2 – On-Airbase Interim Measures - Excess Soil and Sediment (Option for Additional Quantity): The IM Contractor must furnish a unit rate, inclusive of all labor, materials, equipment, and incidentals to excavate, transport, and store excess soil from the decision units included in CLIN1 at a 500 or 1000 m3. All documents will be available for inspection without charge with the release of the RFP. The project documentation will be made available to interested Offerors at the time the RFP is released. The RFP will be released electronically in approximately 13-14 days on www.fbo.gov; interested Offerors who wish to receive a copy of the project documentation must provide their contact information to the contact listed in this notice. Further details will also be provided in the RFP on how to obtain copies of the project documentation. This contract will not be restricted to small businesses. USAID/Vietnam intends to use full and open competition for this procurement. USAID/Vietnam will utilize a two-phase design-build selection procedure. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fbo.gov, and information may be different than what is noted above. Questions/requests for information will not be responded to until RFP issuance.
