This award will be managed adaptively, which means that USAID will work with the contractor to periodically review and —based on experience, progress, and learning—make changes to the workplan and/or the Contractor’s overall approach. In the interest of adaptive management, targets are expected to be modified periodically (at least annually during the workplanning phase) based upon learning and evidence to ensure that targets are realistic but aggressive. The Government intends to conduct the evaluation and selection process in two phases. This is a phased acqusition voluntary down select process as described in the solicitation. Contractor Awarded UEI: DFVMS8LMNX65 Contractor Awarded Address: 1331 Pennsylvania Avenue NW, Suite 600, Washington, DC 20004, USA Summary Project Description: The purpose of this contract is to create more environmentally friendly agricultural sector with increased MSME (Micro, Small, and Medium Enterprises) and farmer revenue and new job creation, contributing to overall economic growth and public fund. The activity will use three integrated, demand-driven approaches— 1) Designing, deploying, and embedding smart incentives among Fis (Financial Institution) 2) Building strategic partnerships among FIs and value chain players; and 3) Advancing inclusive credit policies through institutionalized public-private engagement and through interventions derived from these three integrated approaches resulting in $448M in lending to 52,300 farmers and 2,120 MSMEs. The project will also catalyze systemic change in the agricultural credit market, using grant-based incentives to shift behavior among financial institutions (FIs)—including banks, non-banking FIs (NBFIs), microfinance institutions (MFIs), and fintechs—to make agricultural credit more sustainable, climate resilient, and inclusive for underserved groups (i.e., women, youth, first-time borrowers, indigenous and ethnic minorities, LGBTQI+ community). ----x----
