The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from any firms interested in providing the services as described in this solicitation. The firm may be a national or an international company or a Non-Governmental Organization. The primary function of the firm will be to: undertake a comprehensive analysis of all relevant and existing literature, studies, best practices and data on vulnerability and marginalization in Nepal, with the purpose of developing a set of recommendations that USAID/Nepal can use to advance locally led development and empower local actors to address their development challenges. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s proposal should contain the best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The successful offeror will be assigned under a Purchase Order (PO) for the deliverables as described in the Statement of Work. If awarded, the firm will be required to complete and deliver the specified tasks and/or products(s) within the final negotiated cost and dates.
