The deadline for receipt of proposals is extended to 1600 hrs, Tuesday, February 19, 2019 Kabul time and should be submitted to "kblaidoaaproposals@usaid.gov." All other terms and conditions remain unchanged. -------------------------------------------------------------------------------------------------The purpose of this amendment number 04 is to inform Offerors that they are required to comply with the current English version of the National Technical Assistance Salary Scale and Implementation Guideline (NTA) compensation scale, including all clarification notes, addendums, and updates, as posted on the Government of the Islamic Republic of Afghanistan (GIRoA) Ministry of Finance website (http://www.budgetmof.gov.af/index.php/en/) and USAID Implementing Partner Notice #OAA-IP-2016-001, as the Local Compensation Plan for all Cooperative Country National (CCN) employees. Please find attached Annex 1: The current English version of the NTA on the GIRoA website as of 1/31/2019. Please note that the exchange rate in this official NTA version is not set at 64 AFN = 1 USD and the Offerors should propose the current market exchange rate. The NTA is subject to revision and the website should be frequented to obtain the most update to date version.
