The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. USAID’s program improves the lives of the Palestinian people and cultivates conditions that can contribute to a two-state solution. The Biden administration resumed USAID’s assistance in early 2021, and it is continuing with additional funds this year. Between September 2021-2024 USAID will provide over $500 million in programming to support the Palestinian people. In the first year of resumed assistance, USAID implemented over 45 projects in nine sectors. Due to the region’s strategic importance to the U.S. Government (USG), the Mission receives a high number of senior-level official visitors, works closely with interagency, host governments, and civil society actors, and places high importance on communication and outreach to advance USG priorities and highlight the impact of development efforts.
