Dear prospective Offerors: In accordance with the Federal Acquisition Regulation (FAR) Chapter 36, the United States Agency for International Development, Lebanon Mission, anticipates issuing a Request for Qualifications (RFQ) to registered, licensed Architect and Engineering professionals whether as individual organizations, partnerships, joint ventures or other legal entities permitted by law to practice architecture or engineering. The NAICs Code for this procurement is 541330. The USAID/Lebanon’s Architect and Engineering Mission Support Program (A&E-MSP) contributes to the achievement of United States Government (USG) foreign policy objectives through supporting the quality implementation of the ‘objectives’ of infrastructure rehabilitation and construction interventions funded by USAID. The purpose of the A&E-MSP is to provide independent Quality Assurance oversight over all engineering and construction activities undertaken by the Mission’s Implementing Partners under other separate awards, and to advise USAID/Lebanon on all engineering and construction related matters. These services predominantly require performance or approval by registered and licensed A&E professionals. The Government intends to award a single-award seven-year Indefinite Delivery Indefinite Quantity Contract (IDIQ) commencing in 2019 with a funding ceiling in the range of $19 million. Work shall be delivered through Cost-Reimbursement and Firm Fixed Price Task Orders, if conditions permit. The Request for Qualification Statements is scheduled to be posted on the FEDBIZOPPS web page (http://www.fbo.gov/). In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. It is the responsibility of the recipient of this pre-solicitation notice and the resulting solicitation to ensure that it has been received in its entirety. USAID bears no responsibility for data errors resulting from this transmission. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor www.fbo.gov for updates concerning this procurement. Telephonic inquiries will not be accepted. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, committed, and internal USAID procedures have been completed.
