Original RFP 72016823R00003 SEI The United States Agency for International Development (USAID) through the Mission in Bosnia and Herzegovina (USAID/BiH) anticipates awarding a four-year Cost-Plus-Fixed Fee Completion contract to implement the USAID's Support to Electoral Integrity in BiH Activity. USAID encourages offerors to indicate its interest in this solicitation by submitting a proposal in accordance with the instructions in Section L - Instructions to Offerors. USAID will evaluate the responsive proposals in accordance with the evaluation factors provided in Section M - Evaluation Factors. In addition, USAID encourages the participation of U.S. Small Businesses in this activity as prime or subcontractors. Please submit your proposals to oaasarajevoproposals@usaid.gov by 4:00 p.m., Sarajevo time, May 10, 2023. Receipt time is when the proposal is received by USAID Washington internet server. Deadline for submission of questions or requests for information is 4:00 p.m., Sarajevo time, April 7, 2023. This RFP does not obligate the United States Government to award a contract, nor does it commit USAID to pay any cost incurred in preparing and submitting your proposal. Furthermore, the Government reserves the right to make an award without discussions. USAID appreciates the time and effort invested into preparing proposals in response to this solicitation.

USAID/BiH anticipates issuance of a Request for Proposals (RFP) for the implementation of a four-year USAID/BiH Support to Electoral Integrity (SEI) Activity. The purpose of this notice is to share a draft Statement of Objectives (SOO) to solicit comments from interested parties. The overall purpose of the SEI is to improve the integrity of elections in Bosnia and Herzegovina. The activity is built around two key objectives: Electoral administration improved Civil oversight of elections strengthened USAID does not seek questions at this time, only comments. Please ensure comments are concise and make specific reference to page and section numbers. Please submit your comments to ssalkic@usaid.gov by 5:00 p.m., EST, February 27, 2023.
