Amendment 1 The purpose of the Amendment 1 is to post Q&As, publish notes from the pre-solicitation conference and revise the solicitation as shown in the attached Amendment 1 to the RFP #72016820R00005. Solicitation The United States Agency for International Development (USAID) through the Mission in Bosnia and Herzegovina (USAID/BiH) anticipates awarding $9.2 million, five-year, Cost-Plus-Fixed Fee Completion contract to implement the INSPIRE – Human Rights Activity in Bosnia and Herzegovina. The primary objective of INSPIRE activity is to help citizens and government institutions create a sustainable model of assistance and services that helps in transforming the lives of BiH’s most vulnerable persons. USAID encourages businesses to indicate its interest in this solicitation by submitting a proposal in accordance with the instructions in Section L - Instructions to Offerors. USAID will evaluate the responsive proposals in accordance with the evaluation factors provided in Section M - Evaluation Factors. Electronic responses are required (See Section L). Please submit your proposal to sarajevooaa@usaid.gov by 3:00 p.m. CET, July 3, 2020. Receipt time is when the proposal is received by USAID Washington internet server. Deadline for submission of questions or requests for information is 3:00 p.m. CET, June 1, 2020. Pre-proposal Conference (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, any interested parties should contact Sanela Pasanovic at ssalkic@usaid.gov for the information needed to join on Google Meetings. A phone number for calling into the conference will also be made available. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. (f) The conference will be held: Date: June 5, 2020; Time: 3:00 p.m. CET (local Sarajevo time) Location: Virtual via Google Hangouts This RFP does not obligate the United States Government to pay any costs incurred in the preparation and submission of a proposal. In addition, the Government reserves the right to reject any or all offerors, if such action is considered in the best interest of the Government. Furthermore, the Government reserves the right to make an award without discussions. USAID appreciated the time and efforts invested into preparing proposals in response to this solicitation.
