This notice of intent is not a request for competitive proposals. The United States Agency for International Development in North Macedonia (USAID/North Macedonia) hereby provides notice of its intention to modify Contract Number 72016521C0001 with DT Global for the Strengthening Resource Mobilization Activity (SRMA) to increase the total estimated cost (TEC) of the cost-plus fixed fee contract by $8,421,621, from the current TEC of $6,578,379.00 to a revised TEC of $15,000,000 with a heightened focus on digitalization. This notice also includes an extension of the activity’s period of performance by three years. The statutory authority permitting this contract modification without providing full and open competition is AIDAR 706.302-70(b)(5), which provides an exception to full and open competition “for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays.” Under this proposed modification, the Contractor will provide technical assistance to Local Governance Units (LGUs) to improve the level of digitalization and institutional interoperability to increase their own-source revenues through enhancing the quality of municipal tax and fee collection systems; digitalize municipal services, and establish and strengthen e-governance and automated management system to improve the LGUs’ ability to plan, manage, and implement public sector revenues and improve public finance management.
