Pre-solicitation Notice USAID Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity Solicitation Number: 72012124R00015 Pre-solicitation Release Date: June 10, 2024 The United States Government, represented by the U.S. Agency for International Development (USAID), Regional Mission for Ukraine intends to issue a contract for the implementation of the USAID Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity. USAID intends to use full and open competition for this procurement and to release the solicitation within the third quarter of U.S. fiscal year 2024. This pre-solicitation notice purpose is to provide information regarding the anticipated USAID Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity through a synopsis. Title: USAID Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity The purpose of the Revenue and Expenditure Governance Reforms Operationalized (RevGRO) activity is to promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management. The Activity will achieve this overarching aim by advancing three core objectives: Increase national revenue mobilization through support to tax and customs policy, administration, and institutional reforms. Strengthen public investment management, expenditure management, and audits in line with international standards. Enhance civic oversight and private sector engagement in fiscal policy. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is published on https://SAM.gov.
