USAID/Ukraine Communication Support Activity Pre-Solicitation Notice and Request for Information Anticipated Solicitation Number: 72012124Q00001 Pre-solicitation Release Date: June 17, 2024 The United States Government, represented by the U.S. Agency for International Development (USAID) Mission in Ukraine intends to issue a contract for the implementation of the USAID Communication Support Activity. The purpose of the Communication Support Activity is to assist the Mission’s DOC staff in increasing awareness among communities and individuals across Ukraine about the purpose and positive impact of USAID assistance programs in Ukraine. Required support services may include communications services such as public awareness campaigns, translation/interpretation, public affairs and press management, materials production, influencer engagement and photography. The place of performance is Ukraine. USAID anticipates competition limited to local firms per USAID's Local Competition Authority Pilot Program for this procurement and to release the solicitation on/around approximately July 1, 2024. The anticipated period of performance is one year, but may be longer or shorter. The anticipated contract type is firm fixed price. “Local” is defined in https://www.usaid.gov/sites/default/files/2023-09/302mbe_091123.pdf and is specifically an individual, corporation, commercial organization and nonprofit organization that: 1. Is legally organized under the laws of Ukraine; 2. Has as its principal place of business or operations in Ukraine; and 3. Is: a. majority owned by individuals who are citizens or lawful permanent residents of Ukraine; and b. managed by a governing body the majority of who are citizens or lawful permanent residents of Ukraine. Interested parties are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals/Quotes (RFP/Q) and in no way obligates the US Government to issue an RFP/RFQ/IFB and/or award a contract. Request for Information: Interested parties are requested to submit by June 25, 2024 at 17:00 Kyiv time brief statements, covering no more than two pages in total, describing how the firm meets the above “local” criteria. Responding or not responding to this information request will have no bearing on the firm's ability to bid on the anticipated procurement or likelihood of award.
