Pre-solicitation Notice USAID Justice for All (J4A) Activity Solicitation Number: 72012121R00001 Pre-solicitation Release Date: January 27, 2021 The United States Government, represented by the U.S. Agency for International Development (USAID) Regional Mission for Ukraine and Belarus, intends to issue a contract for the implementation of the USAID Justice for All Activity. USAID intends to use full and open competition for this procurement and to release the solicitation within the second quarter of U.S. fiscal year 2021. The purpose of this pre-solicitation notice is to provide information regarding the anticipated USAID Justice for All Activity through a synopsis per FAR 5.2. Title: USAID Justice for All Activity Purpose: To advance justice for all by strengthening justice systems, services, and societal engagement to deliver responsive solutions to Ukrainians’ legal problems and justice needs. Objectives: (1) Strengthen the independence, accountability, and effectiveness of justice systems and institutions; (2) Enhance the accessibility and quality of people-centered justice services and multiple pathways to justice; (3) Equip and empower civil society and active citizens to hold the justice system and justice services accountable and drive demand for meaningful judicial reform. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at beta.SAM.gov. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.
