This is a Justification for Other than Full and Open Competition under the USAID Administrator’s Expedited Procedures Package (EPP) for Responding to Outbreaks of Contagious Infectious Diseases approved on March 24, 2020. The authorities under the USAID Administrator’s EPP for Responding to Outbreaks of Contagious Infectious Diseases is being utilized to allow USAID to respond to the critical need of the Government of Ukraine to adjust ongoing reforms of the healthcare financial system and public health system in the context of the COVID-19 epidemic, which has a particular heavy impact on the specialized in-patient and out-patient care facilities targeted by the reforms and supported by the HRS Activity. USAID/Ukraine is modifying Contract No.72012118C00001, entitled "Health Reform Support Activity" to increase the award ceiling. The purpose of Health Reform Support Activity is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians.
