The United States Agency for International Development (USAID), Regional Mission to Central Asia (USAID/CA), intends to issue a Request for Proposal (RFP) for an activity entitled "Expanding Tuberculosis Identification, Treatment, and Prevention in Central Asia (TB-CA)". USAID anticipates awarding a single, five-year cost-plus-fixed-fee contract with a total estimated cost of approximately $30-$34 million. USAID intends to use full and open competition for this procurement. The purpose of the Expanding Tuberculosis Identification, Treatment, and Prevention in Central Asia (TB-CA) is to reduce the burden of TB in Central Asia by building local and regional capacity for improving the detection and treatment of drug-resistant tuberculosis (DR-TB). USAID seeks to invest in services that will lead to measurable and sustainable improvements in the ability of the health systems in Central Asia to deliver quality DR-TB services by building the leadership, management, financing, and technical capacity of Central Asian institutions, communities, and civil society. The end result will be increased access to quality DR-TB diagnosis and appropriate treatment, improved TB and DR-TB treatment success, and an enhanced enabling environment promoting financially sustainable DR-TB services that meet international standards. Interventions will target both facility- and community-level DR-TB services. TB-CA will operate as one overarching regional activity with distinct interventions/activities taking place in each country of Central Asia (Tajikistan, Uzbekistan, Kazakhstan, Turkmenistan, and the Kyrgyz Republic) based on local context and needs. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.
