April 24, 2020 The purpose of this Amendment 001 is to include Questions & Answers document under the Attachments/Links tab. _______________________________________________________________________________________________ The purpose of the USAID/Azerbaijan Monitoring, Evaluation, Learning, and Data for Performance Management (aka PERFORM) is to create a rigorous monitoring, evaluation, learning, and data system to strengthen USAID/Azerbaijan’s evidence-based decision making and improve performance management to enhance USAID’s development objectives in Azerbaijan. In addition, the Mission requires development of a system to better understand the impact of malign influences in Azerbaijan and how to use that learning to design new activities and/or adapt existing activities to more effectively counter malign influences. The contractor must be capable of implementing activities to support this concept and achieve results with limited resources.
