The United States Government, represented by the United States Agency for International Development (USAID) Mission to Azerbaijan is seeking proposals from the qualified companies and organizations interested in implementing the "Private Sector Activity" as described in this solicitation. Any type of for-profit, not-for-profit, educational, or faith-based institution may submit offers for this contract. This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of this RFP. Proposals received after the closing date and time will be processed as late and handled in accordance with FAR 15.208. Any questions regarding the RFP requirements must be submitted to Ms. Kenul Salimova, via email at ksalimova@usaid.gov and Mr. Michael Rossman at mrossman@usaid.gov no later than 10:00 am Baku time, March 25, 2019. No questions will be accepted after this date. Any communications pertaining to this RFP must be through the Contracts Office within USAID/Azerbaijan. Subject to availability of funds, USAID/Azerbaijan contemplates award of a Cost-Plus-Fixed-fee (CPFF) Completion Type Contract for a period of five (5) years from the date of award. The estimated cost of this contract is $15 million, subject to availability of funds. Proposals must be received electronically on or before the closing date stipulated above to provide the services and deliverables specified in the below RFP. Proposals must be sent via email attachment to Ms. Kenul Salimova at ksalimova@usaid.gov and Mr. Michael Rossman at mrossman@usaid.gov by closing date and must conform to all requirements outlined in Section L. After proposals have been sent, please contact ksalimova@usaid.gov if you have not received acknowledgment of receipt of the proposal within 2 days. Any amendments to this solicitation will be issued and posted on the Federal Business Opportunities website (www.fbo.gov ). Offerors are encouraged to check the website periodically. It is the responsibility of the Offeror to ensure that the solicitation or any amendments to it has been received from Internet in its entirety. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Oral instructions, answers or guidance from any USAID source, prior to the award of the contract, shall not be binding. For more details regarding proposal submission please see Section L of this RFP. Issuance of this solicitation does not obligate USAID to award a contract, nor does it commit USAID to pay for costs incurred in the preparation and submission of a proposal. Furthermore, USAID reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government.
