No changes were made to the RFP, so please do not look for an Amended RFP. **We would like to inform Offerors that the Non-Disclosure Agreement (NDA) referenced in the Q&A of Amendment 1 is now ready to be shared with Offerors. Very shortly, the Investment Transparency Country Reports/Assessments will also be ready. If you would like a copy of the Reports/Assessments, please request an NDA from me by emailing vhollosy@usaid.gov. Once the NDA is signed and returned to me, we will share the Reports/Assessments with the Offeror. Please note: this is not an amendment to the RFP, simply a notice to potential Offerors. No changes have been made to any details of the solicitation and attachments.** **The purpose of Amendment No. 01 posted on 2/26/2024 is to respond to questions received by potential Offerors and to amend the solicitation accordingly.** The United States Government represented by the U.S. Agency for International Development is seeking proposals from qualified organizations interested in providing the services as described in this solicitation. USAID invites all interested and responsible organizations to submit offers in accordance with the requirements of this solicitation. USAID anticipates awarding a cost-plus-fixed-fee, completion-type contract for a five (5) year period of performance, inclusive of two (2) twelve-month base periods and three (3) twelve-month option periods. USAID anticipates that the total estimated cost will be approximately $80 Million, which includes $30 Million core funding and $50 Million bilateral or regional buy-ins. The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in the Federal Acquisition Regulation (FAR) Part 15 apply. The Government intends to conduct the evaluation and selection process in two phases. This is a voluntary down-select process as described in the solicitation. All Offeror’s responding to Phase One are eligible to continue to Phase Two although Offeror’s will be advised after evaluation of Phase One proposals on whether they are considered viable and encouraged to continue. Please refer to Section L for detailed information regarding the Offeror's submission of proposals in Phase One and Phase Two.
