USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the position Cadre Care Specialist, GS-13 Equivalent, for USAID’s Development, Democracy and Innovation Bureau (DDI), Democracy, Human Rights, and Governance (DRG) Center. The Cadre Care Specialist will provide support to the DRG Center based in Washington and the global DRG cadre in integrating DEIA and resilience across DRG workplaces and programming. The Specialist supports the chairs of the DEIA and Resilience Advisory Councils by managing the implementation of the DEIA and resilience workstreams in collaboration with the members of the DRG DEIA and Resilience Advisory Councils to support relevant strategies and action plans. In serving both portfolios, the USPSC’s primary role is as Secretariat. The Specialist will help the DRG Center to institutionalize and elevate DEIA and resilience throughout all components of the DRG Center’s human resources (HR) practices, policies; support to global DRG teams in USAID bilateral and regional missions, particularly in standing up a community of practice for DRG Coordinating Country Nationals Personal Service Contractors (CCN PSCs), also known as Foreign Service Nationals (FSNs), including those working in politically restrictive environments. The specialist would support Mission-led DEIA and resilience initiatives in the DRG workplace as well as integration of DEIA and resilience in DRG programs globally. In so doing, the Specialist will ensure visibility of the DRG Center’s commitment in four quadrants: (1) DEIA in the workplace including DRG FSNs, (2) DEIA, Inclusive Development programming, racial equity and underserved populations integration into DRG programs, (3) Resilience/Staff Care in the workplace, including DRG FSNs (e.g. FSN empowerment, best practices, and lessons learned of DRG FSNs globally in DRG teams) and (4) Resilience, Mental Health and Psychosocial Services (MHPSS) integration, stakeholder organizational wellbeing including Duty of Care and protection measures in DRG programming across a range of country contexts (critical priority countries (CPCs) or countries with closing/closed civil society space, or human rights violations that uniquely affect DRG FSNs, their families, DRG implementing partners, and other frontline human rights defenders and civil society activists, including in crises and emergencies), affecting DRG programs and through the use of adaptive management.
