USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the position Advisor for Indigenous Peoples Issues, GS-14 Equivalent for USAIDs Development, Democracy and Innovation Bureau, Inclusive Development Hub (DDI/ID). The Advisor for Indigenous Peoples Issues will provide support to the both Washington-based and, via temporary duty (TDY) to the USAID field Missions, as needed to advance and support USAID and DDI/ID in the programmatic, operational budget and management and monitoring and evaluation for Indigenous Peoples’ programs. The Advisor will perform under general administrative discretion with wide latitude for the exercise of independent judgment, work of outstanding difficulty and responsibility, and has formal decision-making authority in broad program area. The Advisor will advise the Senior Advisor and DDI leadership in the development of program and training tools designed to increase integration of Indigenous Peoples into Agency programming with regional and/or specialized teams, including but not limited to the Center for Economics and Market Development; the Center for Education; the Center for Environment, Energy, and Infrastructure; and the regional Bureaus for Latin America and the Caribbean, Africa, Asia, Europe and Eurasia, and the Middle East. The Advisor will provide technical expertise, strategic and technical direction on social inclusion considerations for development assistance with the purpose of maximizing the impact of U.S. government efforts to support development for indigenous peoples and minimizing unintended harm. All necessary information will be supplied at the time the solicitation is issued. USAID will not respond to any questions or requests for information until the solicitation is issued. USAID will not accept applications prior to issuance of the solicitation.
