SOLICITATION NUMBER: 7200AA23R00035 ISSUANCE DATE: March 3, 2023 CLOSING DATE AND TIME: April 2, 2023 at 5:00PM EDT SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC) Dear Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all Offer materials for their records. The Media Specialist is expected to carry out a diverse set of work assignments related to USAID's approaches with some technical oversight from their supervisor and the CSM subteam, including making significant contributions to research, programming, training, monitoring, evaluating and learning (MEL), and policy.

USAID intends to issue a solicitation for a US Personal Services Contract (USPSC) for the position Media Specialist, GS-13 Grade Equivalent, for USAID's Development, Democracy and Innovation Bureau (DDI), Democracy, Human Rights, and Governance (DRG) Center. The Media Specialist will provide support to the Washington-based Civil Society and Media Team by being an expert in understanding support to independent media globally and advancing the DRG Center’s efforts to support independent media working in the public interest. All necessary information will be supplied at the time the solicitation is issued. USAID will not respond to any questions or requests for information until the solicitation is issued.
