The U.S. responds frequently to humanitarian needs due to natural disasters and complex emergencies in various countries around the world. The sudden-onset nature of many of these events requires USAID to immediately dispatch emergency relief commodities anywhere that they are required. To ensure availability of commonly requested materials, USAID maintains stockpiles in strategic locations around the world. The primary objective of this solicitation is to establish a contract for warehousing and logistics services in a Contractor-managed and operated facility that will enable USAID to preposition humanitarian relief commodities in Dubai, UAE for release and transport to air/sea ports for eventual use in emergency relief operations.
