This RFI is intended to obtain information on the capacity and interest of potential contractors relative to the goal, objectives, and illustrative services described in the attached document and obtain input from interested parties in supporting the BHA Program Cycle IDIQ. The goal of the BHA Program Cycle IDIQ is to provide BHA and its implementing partners with timely and high quality products, services, and support in the areas of strategic planning, activity design, monitoring, adaptive management, intentional learning, and evaluation. The work performed under the BHA Program Cycle IDIQ will guide future BHA efforts to realize more efficient and effective operations, outcomes and results across the spectrum of the humanitarian assistance portfolio. Tasks and products will be fully described in the statement of work (SOW) in the BHA Program Cycle IDIQ solicitation. The objectives are to: Support Evidence Generation and Analysis - designed to generate a range of evidence that BHA and its partners need to inform activity and strategy design. Support Programmatic and Technical Monitoring and Learning - designed to collect, document, and share evidence and learning across BHA’s range of programming. Support Planning, Design, and Adaptation - designed to support BHA in applying evidence and learning in the planning, design and adaptation of BHA activities.
