The subject modification added of out-of-scope work to allow for construction phase Services (project commissioned support). Under the construction phase services, the contractor will provide construction quality assurance (QA) services, procurement assistance (after action of feasibility studies/ assessments), and construction oversight for energy projects in the focus countries. The second component of the modification expanded the current scope (particularly for Ukraine and Moldova) due to the increased supplemental funding by congress that has now driven up the demand from both countries. The third change was removal of the sequential presentation of the work to allow for flexibility and case specific situations per country. This action increased the Total Estimated Cost (TEC) by about $25 million from $19.9 million to $44.9 million. The contract period of performance remained unchanged. The additional funding will allow USAID to continue its assistance to the E&E region (especially the Government of Ukraine (GOU) and Moldova) to attract investments in energy assets.
