This is a Justification for an Exception to Fair Opportunity (JEFO) under the authority of FAR 16.505(b)(2)(i)(A) to award a SWIFT 5-Programs IDIQ Task Order for the Central America Regional Initiative (CARI) program. The purpose of the task order is to establish and manage a flexible, quick-response mechanism to support activities that increase community resilience in Central America and neighboring countries.
