The expected purpose of this award will be for USAID to enter into a contract in which the contractor, hereafter referred to as “Insurer,” will be the single source of Workers' Compensation Insurance as required by the Longshore and Harbor Workers' Compensation Act (commonly called the "Defense Base Act" or DBA) for all USAID awarded contracts. Under all USAID contracts involving any overseas performance, the Insurer will be required by law to provide overseas employees with insurance coverage pursuant to the Defense Base Act. All USAID contractors will be required to procure DBA Insurance through the Insurer (whether renewing coverage or obtaining new coverage) for every USAID funded contract or subcontract at any tier that requires overseas service. The purchase of DBA insurance is required by the USAID Acquisition Regulation (AIDAR) and the terms of the specific contracts themselves. DBA coverage is not required for grants and cooperative agreements. However, DBA coverage is required for contracts awarded under grants and cooperative agreements. Though USAID cannot compel recipients of grants and cooperative agreements to purchase DBA coverage, USAID will encourage recipients of grants and cooperative agreements to purchase DBA coverage from the Insurer.
