The United States Agency for International Development (USAID) is seeking to procure up to 1,200 Net Metric Tons (MT) of High Energy Biscuits (HEBs). The government will also have three options to purchase up to 400 MT of HEBs from each vendor under each option. The total estimate under this solicitation shall not exceed 4,800 NMT or $7,000,000 over a period of 12 months. The award may be issued to more than one vendor. HEBs are designed to be high in protein and supplemented with a premix of vitamins and minerals. They are intended for general emergency food distribution and school feeding. The HEBs may need to be manufactured in separate production runs, depending on the number of awards under this contract. USAID will conduct sampling and testing to verify that each lot complies with USAID’s HEB Commodity Specification. The sampling and testing will be conducted by an independent, third-party inspection company hired by USAID.
