This solicitation is for commercial items as per FAR Part 12 and 15 utilizing Full and Open Competition. USAID anticipates awarding up to two firm fixed price unit type contracts resulting from this solicitation with performance in the Horn of Africa (Djibouti preferred) and Southern Africa (Durban preferred). Amendment 1 corrects due date to May 22, 2020 at 11 AM local Washington DC time (Eastern) Amendment 2 adds Q&A from Industry. See attachments Amendment 3 Corrects a typographical error on the Q&A Amendment 2 and inserts/updates Sections H, L, and M. Amendment 4: Partial cancellation affecting the Horn of Africa Region only. See attachment. Amendment 5: Implements the NDAA, Section 889 requirements. Only accepted proposals for the Southern Africa Region must respond by the due date in order to be considered for award. Amendment 6: Extends the contract effective date to December 1, 2020; updates USAID Policy regarding NDAA Section 889 eligibility requiremetns for award; clarifies USAID Policy regarding SAM registration and award eligibility.
