This modification without competition is to extend the period of performance of the subject task order by twelve (12) months from September 24, 2025, to September 24, 2026. No change to the price of the task order is required. As the ordering period of the underlying IDIQ contract has expired, an exception to full and open competition is required to effectuate this modification. This modification will allow for the continued provision of highly specialized services to maintain existing technical experts working on key U.S. government priorities in support of the Conflict Prevention and Stabilization (CPS) Bureau, such as the Global Fragility Act (GFA), which CPS is the lead for in USAID, as well as monitoring, evaluation, and learning (MEL), technical assistance related to conflict and prevention issues, civilian-military coordination, and other needs in CPS in support of Agency priorities. The statutory authority permitting this modification without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states: “full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.” This authority, as stated in AIDAR 706.302-70(b)(5), may be used for “a specific contract for the continued provision of highly-specialized services when an award to another contractor would result in substantial additional costs to the Government or cause unacceptable delays."
