This is a Sources Sought Notice (SSN) / Request for Information (RFI) issued by the U.S. Agency for International Development (USAID) for ALD Population-Based Surveys. Ensure and support the collection and use of high-quality PBS data by providing the following illustrative services: Support the design and implementation of PBS data collection, analysis and reporting in GFSS target country ZOIs. Support the design and implementation of PBS data collection, analysis and reporting in resilience focus areas in resilience focus countries that are not GFSS target countries Support the design and implementation of PBS data collection, analysis and reporting in FFP program areas with complementary qualitative data collection Support the design and implementation of RMS data collection, analysis and reporting in resilience focus countries Develop, revise and test ZOI survey toolkit materials to reflect midline and endline PBS data collection approaches Support analyses to 1) design streamlined data collection instruments, 3) revise indicator values in ZOI baseline datasets to reflect revised methods, 2) conduct multivariate and other analyses of collected data sets, and 4) compute ZOI indicator values from secondary datasets Provide technical assistance and sampling advice to PBS implementers Support development of and guidance on alternative data collection methods where face-to-face data collection is not possible (e.g. due to coronavirus restrictions.) Develop and cost-out approaches to reduce respondent burden when the full ZOI questionnaire is applied Provide knowledge management component to produce a range of information products beyond the survey report Provide training to mission, implementing partner and government staff to analyze and use PBS datasets This is NOT a solicitation for work or a request for proposals, proposal abstracts, or quotations, and shall not be construed as an obligation on the part of USAID. Interested organizations may identify their interest and capability to respond to the requirements described below by responding to the questions outlined in Appendix 1. In accordance with FAR 15.201(e), responses to this SSN/RFI are not offers and cannot be accepted by USAID to form a binding contract. Responses to this SSN/RFI are strictly voluntary and USAID will not pay respondents for information provided in response to this SSN/RFI. The purpose of this notice is to conduct market research to gauge the interest and capabilities of industry.
