The Federal Judiciary is issuing this pre-solicitation notice for a blanket purchase agreement (BPA) we intend to issue for continued sustainment and operation of mission critical applications used by the Federal courts. The Case Management Systems Office (CMSO) within the Administrative Office of the U.S. Courts (AOUSC) provides IT support for software development, systems engineering, maintenance, and operations of national IT systems for the AOUSC’s Department of Program Services (DPS). These applications, as designed, support both the goals and mission of the DPS and are directly associated with the daily operations of the systems currently in use within the Judiciary’s Bankruptcy Courts, District Courts, Appellate Courts, Federal Public Defender Offices, and Probation and Pretrial Services Offices located throughout the United States and its territories. CMSO’s support activities include functional support for national applications, software development, program and project delivery and management, integration, help desk support, security management, and daily operations and maintenance. Primary applications include our legacy Probation and Pretrial Services Automated Case Tracking System (PACTS) and the Case Management/Electronic Case File (CM/ECF) application. Use of Scaled Agile Framework® (SAFe®) and Agile methodology to solidify and maintain best practices to build, deliver, and maintain software products efficiently and with high quality for fast customer feedback is also required. The Federal Judiciary is currently estimating releasing a solicitation towards the later part of FY21. Note, the actual release date of the solicitation is subject to change.
