Purpose The purpose of this sources sought is to determine if there is any software or software as a service (SaaS) in the marketplace that can meet the Administrative Office of the U.S. Courts (AOUSC) requirements for an Application Performance Management System (APMS) Monitoring Tool. Please see the attachment for a list of required salient characteristics. This sources sought is part of the market research process and is not a solicitation. Background The Case Management/Electronic Case Files (CM/ECF) system is the Federal Judiciary's comprehensive case management system for all bankruptcy, district, and appellate courts, and 592 court locations. CM/ECF allows courts to accept filings and provides access to filed documents online. CM/ECF gives access to case files to multiple parties and offers expanded search and reporting capabilities. The system also offers the ability to immediately update dockets, download documents, and print directly from the court system. The system is available 24 hours a day, 7 days a week (except for routine or emergency maintenance). CM/ECF is the most important application suite used within the Federal Judiciary for fulfilling its core business functions. CM/ECF applications/systems were developed in-house and prone to performance related issues. There is an urgent need for this product based on growing court customer performance complaints regarding newly upgraded versions of CM/ECF and PACTS deployed in the Cloud Hosting Network Operations (CHNO) hosting environment. Today we use the Cisco AppDynamics tool, to provide visibility into the components of a hosted application and cannot diagnose the precise cause of the application performance degradation. This tool is used to minimize events that could cause system downtime. Instructions If you believe your product can meet some or all of these requirements, please respond by providing the following: 1. A completed APMS Mandatory Requirements Spreadsheet (attached). 2. Technical description of the items being offered sufficiently detailed to demonstrate how the offered product meets the mandatory requirement as outlined in the attachment. 3. Supporting documentation which may include product literature, white paper(s), specification sheet(s), installation guide and/or admin guide, and any other relevant information needed to support the mandatory requirement. The contractor is required to provide document title and page number for each requirement. The APMS Technical responses to the requierments shall not exceed 25 pages. 11pt. Times new Roman Font on 8½’ x 11” standard paper, with 1” margins. No Hyperlinks will be acknowledged or accepted. Responses are due by email before 12pm ET on June 17, 2020 to the Contracting Officers (COs) listed. Please include both COs on your email submission. Also, please provide additional information on how the software or SaaS solution is licensed and if your company sells or has resellers on various Federal IT Government Wide Acquisition Contracts or Federal Supply Schedules, such as NASA SEWP or GSA. Do not include any general marketing material. The AOUSC is not interested in general marketing information but rather specific information on what software is currently available and is capable of meeting the requirements outlined in the attached document.
