Request that interest parties review the requirement then submit responses to the questions under paragraph 13.0 Questions of the Statement of Work by the closing date of this announcement. STATEMENT OF WORK Background The Training Services Division (TSD) within the Human Resources Office of the Administrative Office of the U.S. Courts (AOUSC) is responsible for providing efficient and effective training options for Court employees. TSD seeks support services for a comprehensive online learning solution to meet the diverse professional development and performance needs of Federal Court employees located throughout the United States and its territories. 2.0 Objective To obtain online access to a comprehensive eLearning system with robust capabilities including program implementation, utilization support, training materials and help desk services for end user and administrator technical assistance. 3.0 Scope of Work The contractor’s comprehensive solution shall provide support for formal and informal training needs for a broad range of business and technical skills using a standalone and integrated online learning portal to deliver a robust mixture of eLearning courses, videos, books (to include book summaries, audio books, and audio summaries), live courses, practice labs, test preps, and supporting resources that aligns with current industry standards and best practices throughout the life of the contract. The platform must be able to integrate with our current Learning Management System (LMS) Cornerstone OnDemand. 4.0 Requirements Overview The contractor shall provide licensed access for 5,500 judiciary employees to a hosted online platform that enables user administration and integrated eLearning content access, including but not limited, to the following solution areas: Courseware Digital/End User Skills, IT Professional Skills, Business Skills, Legal/Federal Compliance, Online Books, Productivity & Collaboration, Health & Wellness, Leadership Development Training, and Custom Content Active Hosting for 20 Objects (without SCP). The solution shall include existing and future title releases for all required content collections. The online deployment platform shall function as a learning portal providing integrated access and tracking across multiple types of learning resources, with flexible options for content discovery, site administration and branding, and integration with other HR systems and processes at the AOUSC. The contractor’s solution shall include program implementation, utilization support, training materials, as well as 24x7 help desk services for end user and administrator technical assistance available via telephone, email and online (live-chat). 5.0 Written Training Aids The contractor shall provide searchable help/job aids integrated within the platform for end users and administrators for self-guided answers. With the ability to download them in Microsoft Office applications and PDFs at a minimum. In addition, shall provide documentation (i.e., job aids, user guides, videos, etc.) for admin and basic use. 6.0 Courseware Collections Contractor shall furnish interactive instruction and assessment on a wide range of computer desktop skills, information technology, business skills and compliance subjects. The platform shall include the following collection topics, but not limited to: a) Digital/End User Courseware Contractor shall provide a comprehensive suite of online courses that cover major end user Digital Skills topics such as, but not limited to: e-mail and Groupware, Internet Skills, Computing Fundamentals and Mobile Devices, Business Graphics and Reporting Tools, and Microsoft Office. The collection shall also include access to short duration videos that deliver targeted demonstrations of specific software features for just in time, performance support. b) IT Professional Courseware Contractor shall provide great depth and breadth of online courseware covering technology subject areas, such as, but not limited to: Software Development, Operating Systems & Server Technologies, Internet & Network Technologies, Enterprise Database Systems, Web Design, and Enterprise Resource Planning. The collection shall also include access to short duration videos targeting technical topics for just in time, performance support. Courseware shall provide thorough coverage of content relating to major industry certification exams, including exams from industry organizations, such as, but not limited to Microsoft, Cisco, Oracle, CompTIA, (ISC)2, CIW, EC-Council, EMC, ISACA, IBM, LINUX, and Sun Microsystems. c) Business Courseware Contractor shall provide a comprehensive suite of online courseware that supports a broad variety of Courts personnel, and their respective skill and competency development requirements. Subject matters covered shall include but not be limited to topics such as: Professional Effectiveness, Management & Leadership, Emotional Intelligence, Time Management, Communication, Project Effectiveness, Sales & Customer Service Skills, Finance, Team building, HR & Administration, Diversity, Equity, and Inclusion, and Business Strategy and Operations. Business courses shall include business grammar and writing courses, with content on sentence construction, usage errors, and writing fundamentals. The collection shall also include access to standalone simulations that complement the courseware with rich-media role-modeling vignettes and extended multi-path simulations that provide realistic practice opportunities. d) Legal/Federal Compliance Courseware Contractor shall provide a courseware collection designed to address compliance training needs such as Human Resources employment, and Health Insurance Portability and Accountability Act (HIPAA) issues and Federal specific topics, such as, but not be limited to: The No Fear Act The Plain Writing Act The U.S. Constitution EEO and Preventing Discrimination in the Federal Workplace Information Security Awareness Privacy Awareness Sexual Harassment Prevention Workplace Harassment Prevention Workplace Safety Government Ethics Proper Use of Government Charge Cards Telework for Government Employees 7.0 Courseware Development Standards and Supporting Resources e) Course Architecture Contractor shall provide courses that are developed in support of Aviation Industry CBT Committee (AICC) and Sharable Content Object Reference Model (SCORM) industry standards. Instructional design features shall include the following characteristics: Consistent, intuitive graphical user interface Audio narration for all instructional content that can be toggled on or off by the user Course structure and interface that supports self-paced, user-controlled instruction Content and learning activities selected for specified learning objectives Assessment within course based on knowledge and skills specified in learning objectives Variety of presentation, practice and assessment templates supporting high levels of user interactivity and engagement Standardized, yet flexible, flow of instruction Courseware shot in HD 1080p Course content shall be java free, shall not need any plug-ins, and shall be executable across all platforms Course content shall not have been developed no later than 2017 Course scores shall have the ability to update automatically Video Architecture 2D/3D animated high impact quality videos HD 1920x1080 video rendered to MP4 format using H.265 or newer codec Job Aids Business Skills courses shall include printable job aids as check lists or idea starters to help learners to apply new skills within the workplace, and refresh learners on key concepts and previously learned skills. Practice Exams Contractor shall provide practice exams for popular industry certifications such as those offered by the Project Management Institute (PMI), Microsoft, Cisco, Oracle, and CompTIA. Exams shall be available to be taken in both study mode and test mode. Study mode shall provide feedback with courses recommended for additional review. Test mode shall be a timed test to mimic the certification exam, allowing the user to assess their readiness. Mentoring Support Contractor shall provide online mentors available via chat and email, available to answer questions and provide guidance for exam preparation for popular technical certifications such as those offered by Microsoft, Cisco, Oracle, IBM, VMWare, Linus, EMC, CompTIA, and PMI. Mentors shall be full time personnel and qualified subject matter experts based on completion of related certifications. Instructor-Led Virtual Sessions Contractor shall provide live webcast instructional sessions on business related topics to include leadership, information technology, and project management taught at specific, scheduled dates and times by a team of expert instructors. Sessions will be available on-demand no later than 48 hours. Structured Learning Paths Contractor shall provide learning paths that are pre-curated, role-based, and skill-based that enhances employee’s skills in their current position and gradually increases their knowledge for future positions. These learning paths consist of a diverse array of content courses, books, videos, and exercises that can measure their skill progression. Topics shall be business and technology based. Practice Labs Contractor shall provide labs that give real-job simulation and hands on exercises designed to build competencies and skills. Playlist Contractor shall provide the ability to curate content of interest in a single location for viewing at later point in time, which can be customized, copied, shared, or deleted. The content shall be available via desktop or mobile device. Certificates Contractor shall provide the ability to earn certificates with the successful completion of a course. Certificates shall have the ability to view, download, save, and print. Badges Contractor shall provide the ability to earn digital badges with the successful completion of a course. Badges shall have the ability to view them individually or all at once. Recommended Resources Contractor shall provide the ability to display content users are likely to find the most interesting and relevant to their learning on the home page. Preferred Learning Contractor shall provide the ability to allow users to select which skills they want to improve allowing their preferences to display on the home page. Courseware Support for Continuing Professional Education (CPE) Contractor shall be a Project Management Institute (PMI®) Charter-Global Registered Education Provider (R.E.P.) and be authorized to provide courses that are eligible for PMI Professional Development Units (PDU) credit. Contractor shall be an HR Certification Institute (HRCI) Approved Provider for recertification credit hours (RCHs) and provide courseware aligned to the HRCI Professional in Human Resources (PHR) and Senior Professional in Human Resources (SPHR) certification required knowledge areas. Contractor shall provide books on the Society for Human Resource Management (SHRM) list of approved books that can be used towards completion of recertification credit. Contractor shall be an approved International Institute of Business Analysis (IIBA) Endorsed Education Provider for Certified Business Analysis Professional required contact hours. Contractor shall be registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. Contractor shall provide courses eligible for CPE credit. Contractor shall not charge a processing fee for provisioning PMI, HRCI, IIBA, or NASBA credit. f) Online Book Collections Contractor shall provide access to a suite of unabridged and topically organized book collections with options for user initiated multi-level searches to pinpoint information needed for on-the-job performance support and problem-solving. Some books shall be available in audio format. Book access shall allow for downloading up to 15 chapters per collection, every 90 days as PDF, Kindle-ready Mobi, or ePub files for offline access and use. Books shall automatically track number of downloads used. Content shall not have a copyright date later than 2017. Book collections shall include the following: Digital/End User Skills: non-technical, easy to understand books supporting use of desktop applications, internet and web, graphics and design, operating systems, and mobile devices. Information Technology: books geared toward technology professionals, including developers, network administrators, technology executives, and technical support representatives including topics such as Microsoft Exchange, Server and Active Directory, IT Security, Internet and Web Development, and IT Service management. Business and Health & Wellness: books supporting business professional and personal development to include topics such as management, supervision, leadership, team building, project and program management, and communication skills, plus career development and work-life balance. g) Leadership Development Training Contractor shall provide a leadership development solution that combines a large collection of short duration videos targeting key leadership competencies with an annual series of live webinar events, featuring best-selling business authors, world-class business scholars, and top business executives. Targeted videos formats shall include action-oriented instruction for immediate skills application and story- telling presentations of “lessons learned” by global business leaders for reflective learning of best practices. Live Broadcast (live broadcasted interactive events presented on business topics by well-known business industry experts, executives, and authors) shall include interactive Q&A sessions, plus participant and facilitator guides with speaker notes and discussion questions to support blended learning and group instruction. Live Broadcast shall be recorded and available on demand as videos and books no less than a year after the event and should be posted to the site no more than 48 hours after the event. There shall be no less than 6 Live Broadcast per calendar year. Books from Live Broadcast speakers shall be included in the library. Contractor shall provide the ability for users to test their connection from their device for each Live Broadcast. h) Learning Content Delivery Platform Contractor shall provide a hosted content delivery platform for anytime, anywhere access to formal, informal, and collaborative learning. Platform features such as, but not limited to: Keyword search across integrated catalog of courses, books, videos, interactive exercises, practice exams, mentors, live broadcast, and job aids. Searches shall allow for multi-level filtering within searches. Allow users to share resources using a URL link Featured topics and custom catalog views to highlight learning priorities Community features for embedding comments and recommendations to add context to content Flexible configuration with site branding, colors, and custom messaging Easy administration of users and content assignments Ability for users to change their password in their profile Ability to create and assign learning plans and package programs with multiple types of learning assets Track activity and results by user, content, date, program, and/or group with standard report templates Ability for analytics, reporting, and measurement. Administrators shall have the ability to run robust reports. Reports shall be able to generate and save in different formats (pdf, csv, and excel) End user ability to track learning activity results using a transcript and progress details. End user ability to view, print, and download course completion certificates. Automatic loading of new title releases and content updates monthly End user can easily identify new titles loaded in the platform Contractor shall provide automatic monthly notification of new books, videos, course releases and additional resources via email Contractor shall provide automatic monthly notification of retired books, videos, courses and additional resources via email New platform features and upgrades available upon request Ability to customize course completion score to 70% Targeted learning - Rich user experience with a beautiful, clean UX design. Personalized learning recommendations featured topics and curated learning plans. Social and collaborative learning to connect learners across Judiciary organizations. Mobile access through e-learning app i) Learning Solution Support Services Contractor shall include services for program implementation, adoption, and technical support such as, but not limited to: A learning consultant to provide guidance on program design, marketing and communications, and performance measurement. In addition to bi-weekly and/or weekly meetings with the consultant. The contractor shall provide quarterly usage reports of its hosting site. These same reports can also be run by administrators, which shall include but is not limited to, the following information: Total number of licenses used. For courses, the following information shall be provided by the contractor: Total number of active users; Total course accesses; Average accesses per student; Total number of distinct courses accessed; Total number of courses completed; Total number of Evaluations received; Total training time (in hours) For ebooks, the following information shall be provided by the contractor: Total active users Total number of HTML pages read; Total Chapters downloaded; Total active visit minutes; For videos, the following information shall be provided by the contractor: Total video accesses Most popular titles Number of accesses by device type For mobile devices, the following information shall be provided by the contractor: Total number of accesses for each asset type Virtual administrative support for up to 2 hours per week to provide product demonstrations, identify and deliver content mappings for learning initiatives or targeted competencies, create custom learning programs and browse views, and respond to administrator and end user questions. Access to an online database of resources for program marketing, content alignment, product information, newsletter and case study templates, industry articles, assessment tools (pretest and posttest), monthly book club resources with discussion questions, and technical specifications. U.S. based help desk support, available 24x7x365, via toll free phone number, email, and online chat for both end user and administrator technical assistance. Mobile learning support with learning app for both Android and iOS devices 8.0 Technical Contractor shall provide a modern cloud-based content delivery platform that provides an unparalleled learning experience and integration with AO’s IT infrastructure and data synchronization with Cornerstone LMS which shall include, but not limited to the following: a) Hosting - The contractor shall host a learning content management system on behalf of the government. The hosting shall include hardware, web application, operating system, database management system, and facilities infrastructure and services to house and support the Learning System application and database. The contractor shall provide the hosting services, system monitoring, system architecture maintenance, database administration, application administration, network integration, disaster recovery services, infrastructure security administration, configuration management, and interface transmission management and all supplies and materials. The contractor shall monitor the hosted Learning System and its connectivity performance including intrusion detection. The contractor shall limit remote access into the system. The contractor shall protect all judiciary data and limit access accordingly. The contractor shall ensure that the learning system is available to users 24 hours a day, seven days a week. b) Ability to have Single Sign-on (SSO) from AO’s Judiciary Enterprise Infrastructure Network (JENIE) into contractor’s delivery platform via SAML. c) The platform shall have the ability to have Single Sign-on (SSO) as well as independent link for signing into the portal. d) Importing of user data, to include organization codes from AOUSC HR and by AOUSC IT department. e) Creating and updating of user data via Web Services by AOUSC IT department in the Learning Management system. f) Ability to send completion report feed to either AOUSC or directly to Cornerstone to be processed via Web Services g) Data synchronization or fetch, which tracks data maintained in a content server and uses a data synchronization service to deliver tracking data to LMS. Specifically, the contractor shall provide capability to import courses into AO’s Cornerstone LMS so that AO users can locate the imported courses in the catalog of Cornerstone LMS and then launch the courses from the catalog search page or can add the courses to their learning plan. After selecting the launching content link, the Cornerstone LMS presents the Launch URL to AO user’s browser and redirect the user to contractor’s hosting site. The launch URL shall communicate all the information using LMS AICC Listener URL (AICC_URL) and Session ID (AICC_SID) as name and value pairs back to the Cornerstone LMS throughout the session and allow Cornerstone LMS to receive progress information related to the specific user. The progress information shall include user ID, first and last name, course ID, course title, bookmarking, completion status and final score upon completion. Cornerstone LMS can display the progress information related to the specific user in the user’s training plan as well as completed courses. Data synchronization with Cornerstone LMS should occur on a daily basis. The contractor shall allow user to synchronize data manually at any time when needed. h) Data feed of completion report. Contractor shall upload completion report of courses that are taken by the user directly at the contractor’s hosting site. The upload shall be a flat file and transferred via SFTP service to either AOUSC or Cornerstone to be processed. The completion report shall be in a tab delimited flat file that include but not limited to, course ID, course title, course description, duration, registration date, completion date, grade, location, and delivery type. The flat file will be processed by Cornerstone and the completion report from the file will be displayed in the user’s profile under completed courses. The transcript of the courses completed on the contractor’s hosting site shall be uploaded to Cornerstone LMS on a daily basis. i) Technical Maintenance - The contractor shall provide technical support and system maintenance that includes, but is not limited to, system upgrades, modifications, enhancements, system documentation and other system technical support as may be required. The contractor shall notify the AO of system maintenance (scheduled and unscheduled). j) Platform shall have the ability to assign different security level of privileges dependent on the user (administrator and end user) k) Contractor shall have FedRAMP (Federal Authorization Management Program) certification. l) Ability to have multi-site domains in one platform so different audiences can view home pages that reflect information that is applicable to them. The site would be controlled by the system administrator. m) The platform shall be accessible via multiple browsers (i.e., Microsoft Edge, Mozilla Firefox, Safari and Google Chrome). n) The platform shall consist of a production (live) and optional test (training) environment. The test database shall be updatable and be able to perform the same functions as production for testing and demonstration purposes. o) Ability for the system administrator to manually create user profiles if needed 9.0 Deliverables All deliverables will be accepted according to the deliverable schedule as shown below. The Contractor shall maintain organized and up-to-date documentation throughout the life of the contract. Deliverables shall be submitted electronically to the Contracting Officer’s Representative (COR) via email at kanika_russ@ao.uscourts.gov. Deliverables shall be free of any known computer virus/defects, or it will be rejected. Replacement file shall be provided within two (2) business days after notification of the presence of a virus. Timely submission shall be made by November 30, 2022, on the date specified, unless otherwise agreed to in writing by the COR. The Contractor shall provide all resources necessary to complete deliverables. Deliverables are not considered to meet the terms of the contract until accepted by the COR. The Contractor shall maintain organized and up-to-date documentation throughout the life of the contract. The contractor shall provide U.S. based customer support accessible via toll-free phone number, email, and website available 24 hours a day 7 days a week except for US holidays for use by Judiciary employees and the program administrator. The contractor shall provide timely notification of bugs, updates, and revisions for all products covered under this requirement. Electronic notification and distribution are preferred to COR. No later than five (5) business days prior initiation. Non-emergency Updates Scheduled routine maintenance which includes patches and updates, minor bug fixes, refreshes and system upgrades. All non-emergency updates shall occur over the weekends between 11:59 pm Friday to 2 pm Sunday EST and shall be coordinated with the Contracting Officer’s Representative (COR) via email five (5) business days prior to initiation. Emergency Updates Any non-scheduled maintenance which includes patches and updates, viruses, malware, major bug fixes and system upgrades. All emergency updates shall be brought to the COR’s attention via email within fifteen (15) minutes after discovery. Within sixty (60) minutes of notification, the contractor shall provide a written plan/solution that explains and resolves the emergency to the COR, via email. If an emergency occurs, the system shall not be down no longer than four (4) hours. Any longer than four (4) hours requires COR approval. Redundancy - The platform shall have system redundancy, backup, and failover capabilities. The contractor shall periodically test backup to ensure the backup is working properly. Disaster Recovery - The contractor shall adhere to Judiciary's standards and guidance for maintaining an effective disaster recovery program. The contractor shall develop, maintain, and test a disaster recovery plan to ensure the Learning system is available in the event of a hardware failure, database crash, software error, virus, network outage, natural disaster, or other circumstances. The contractor shall ensure that all operations are real-time replicated. The contractor shall generate and maintain a complete system archive once a year.
