Midweek Monitor: The May Momentum Holds Strong

Midweek update: SAM.gov activity hits 57% of its full-week average in just 60 hours as NASA and Justice set an early-week sprint.

Welcome to the 4th edition of the Midweek Monitor! Our Monday FedFlash highlighted that the federal marketplace has reached a new 2026 peak, and as of noon today, Wednesday, May 13th, the data confirms that agencies are not taking their foot off the gas. In the first two and a half days of this week, we have already tracked 3,363 opportunities hitting the wire. Considering our rolling full-week average is 5,886, we have reached 57% of a typical week's volume while only being 35% through the work week. At SAMClerk.com, we are seeing a high level of "pace-pushing" activity, particularly within civilian departments clearing out mid-May requirements.

Department & Agency Early-Week Pulse

The DoD continues to drive the bulk of the market with 2,497 opportunities already posted—surpassing 58% of its typical full-week baseline before Wednesday lunch. However, the real story of this midweek check-in is the aggressive early-week scheduling by specialized agencies.

Movers and shakers pushing the pace include:

  • NASA is leading the pace-setters for the third week running. They have already posted 29 opportunities, reaching 86% of their full-week average in just two and a half days.
  • The Justice Department is also sprinting, with 62 postings already on the wire—hitting 77% of its usual weekly volume early.
  • The State Department and DHS are both showing strong early velocity, reaching 68% and 65% of their full-week averages respectively.
  • The Department of Energy remains in high gear with 37 new starts already hitting the street.

Midweek SBA Set-Aside Trends

For our SBA-certified community, the early-week data indicates that agencies are front-loading their restricted requirements. We have already tracked 1,241 Total Small Business Set-Asides so far this week.

Early-week set-aside highlights for specialized certifications:

  • EDWOSB (Economically Disadvantaged Women-Owned Small Business) programs have already surpassed their typical full-week average, posting 5 opportunities (a 125% pace ratio).
  • 8(a) Set-Asides are off to a fast start with 23 postings, already at 64% of their weekly baseline.
  • SDVOSB (Service-Disabled Veteran-Owned Small Business) opportunities are holding steady with 177 early starts.
  • WOSB (Women-Owned Small Business) programs stand at 33 postings, signaling another strong week for female-led firms.

At SAMClerk.com, we’ve noticed that agencies are particularly leaning into direct-award and niche categories this morning. If you hold an EDWOSB certification, the current window is exceptionally active.

NAICS Code Early-Week Movers

The first half of the week has shown an extraordinary spike in specialized industrial manufacturing and maintenance. While aerospace remains the volume leader, the growth ratios in niche production codes are the real highlight.

  • 332613 (Spring Manufacturing) is the "mover of the week" so far, already posting 28 opportunities—nearly 1.8x its full-week average before Wednesday noon!
  • 339991 (Gasket, Packing, and Sealing Device Manufacturing) is also surging with 123 postings, reaching 151% of its weekly baseline early.
  • 332510 (Hardware Manufacturing) has already cleared its weekly average with 90 opportunities.
  • 332919 (Other Fabricated Wire Product Manufacturing) is holding a high-velocity pace with 59 postings.

The Midweek Wrap-Up

In summary, the first 60 hours of this week have been characterized by high civilian agency velocity and a massive surge in industrial manufacturing requirements. The fact that NASA, spring manufacturing 332613, and EDWOSB set-asides have all cleared or nearly cleared their full-week averages by Wednesday noon is a clear signal of an intense mid-month execution phase.
