FedFlash: April Closes on a High Note

Your weekly deep dive into SAM.gov activity, highlighting the end-of-April surge and the movers and shakers in the federal marketplace.

Welcome to the May 4, 2026, edition of FedFlash. As we close the books on April, the federal procurement landscape remains exceptionally active. For the week starting April 27th, we tracked a total of 5,810 opportunities hitting SAM.gov. This represents a solid 5.6% increase over our rolling three-month baseline of 5,501 weekly postings. Contracting officers have certainly been busy finalizing April requirements and setting the stage for May's projects. At SAMClerk.com, we are seeing a clear trend of agencies leaning into their small business goals as we move into the third quarter of the fiscal year.

Department & Agency Highlights

The DoD continues to be the volume heavyweight, accounting for 3,891 opportunities last week. While this is slightly below their recent weekly average, the civilian sector more than made up for the difference. The most significant growth came from specialized and administrative agencies that are clearly in high-gear mode.

Notable agency performances included:

  • NASA was a major standout, posting 69 opportunities—nearly 1.5x its quarterly baseline.
  • The USDA remained white-hot with 222 postings, a 40% increase as seasonal land management projects hit full stride.
  • The Interior surged to 273 opportunities, marking a 36% jump compared to its recent average.
  • The Treasury saw a sharp 122% spike in activity with 25 new starts.
  • The Justice Department also showed strong momentum with 95 opportunities, a 26% rise.

Even smaller entities like the Senate and the GPO saw activity levels jump by 4.5x and 1.6x respectively, proving that there is work to be found in every corner of the government.

SBA Set-Aside Trends

For our SBA-certified community, the end of April provided a wealth of restricted-competition work. Total Small Business Set-Asides hit 2,199 postings, a 10% increase over the baseline. However, the real story for small firms is the dramatic surge in specialized socioeconomic categories.

  • WOSB (Women-Owned Small Business) solicitations hit 70 opportunities, a robust 40% surge over the baseline average.
  • ISBEE (Indian Small Business Economic Enterprise) set-asides reached 43 postings, also marking a 40% increase, largely driven by DOI requirements.
  • SDVOSB (Service-Disabled Veteran-Owned Small Business) opportunities reached 373 postings, a healthy 18% jump over the quarterly average.
  • 8(a) Set-Asides and 8(a) Sole Source actions remained steady, with competitive 8(a) starts reaching 38 for the week.

At SAMClerk.com, we specialize in helping you filter these high-yield set-asides so you can spend less time searching and more time bidding on high-probability work. Notably, EDWOSB (Economically Disadvantaged WOSB) opportunities saw a 54% increase this week, signaling a targeted push for that certification category.

NAICS Code Movers and Shakers

While construction and aircraft parts typically lead the pack, last week saw some massive triple-digit growth in specialized medical and industrial manufacturing sectors. The volume king was 236220 (Commercial and Institutional Building Construction) with 250 postings—a 42% increase that signals a very busy spring for contractors.

Other high-growth NAICS codes included:

  • 327999 (All Other Miscellaneous Nonmetallic Mineral Product Manufacturing) was our top mover, surging 3.7x its usual volume with 16 postings.
  • 622110 (General Medical and Surgical Hospitals) saw a 3.6x spike with 16 opportunities.
  • 531320 (Offices of Real Estate Appraisers) continued its strong spring run with 13 postings, over triple its baseline.
  • 333413 (Industrial and Commercial Fan and Blower Manufacturing) surged 1.5x with 46 postings.
  • 332510 (Hardware Manufacturing) remained robust with 104 opportunities, a 74% rise.

The Weekly Wrap-Up

In summary, the week of April 27th has confirmed that the federal marketplace is moving into a high-intensity seasonal phase. With total opportunities up across the board and civilian giants like Interior and NASA showing significant growth, the market is offering a massive diversity of work outside of the traditional defense channels. For small businesses, the 40% jump in WOSB and ISBEE work represents a critical window to capture targeted requirements.

The heavy focus on construction 236220 and specialized manufacturing like nonmetallic minerals 327999 indicates that agencies are prioritizing infrastructure and supply chain replenishment right now.
