Midweek Monitor: The Early-Bird Procurement Report

A supplement to FedFlash: Analyzing the rapid pace of SAM.gov activity for the first half of the week starting April 20, 2026.

Welcome to the very first edition of Midweek Monitor! While our Monday FedFlash provides a deep-dive comparison into the week that was, we recognize that in the fast-paced world of government contracting, waiting until the following Monday to see emerging trends can feel like a lifetime. The Midweek Monitor is designed to give you a "status check" on the first 60 hours of the business week.

As of noon today, Wednesday, April 22nd, we have already tracked 2,800 opportunities hitting SAM.gov. To put that in perspective, our rolling three-month baseline for a full week is approximately 5,303 postings. We are currently about 35% through the week, yet we have already reached over 52% of a typical week's volume. This suggests that agencies are not just maintaining the "Spring Surge" we discussed on Monday—they are accelerating it.

Department & Agency Early-Week Pulse

The DoD is once again the primary driver of early-week volume, already accounting for 1,847 opportunities. However, the real story of the Midweek Monitor is which agencies are "pushing the pace"—those that have already posted a significant portion of their weekly average in just two and a half days.

Movers and shakers pushing the pace this week include:

  • NASA has had an explosive start. They have already posted 34 opportunities, which is 136% of their typical full-week baseline. If you work in aerospace or specialized R&D, don't wait until Friday to check the listings.
  • The USDA is also sprinting, with 131 postings already—nearly 92% of their usual weekly total.
  • The Department of Commerce has reached over 80% of its weekly average with 37 new starts.
  • The VA and Interior remain massive contributors, posting 284 and 133 opportunities respectively before Wednesday lunch.

Midweek SBA Set-Aside Trends

For SBA-certified businesses, the early-week data confirms that agencies are front-loading their set-aside requirements. We have already tracked 919 Total Small Business Set-Asides.

Early-week highlights for specialized certifications include:

  • SDVOSB (Service-Disabled Veteran-Owned Small Business) opportunities are off to a strong start with 167 postings.
  • 8(a) Set-Asides have hit 18 new starts, already passing the 50% mark of a typical full week.
  • ISBEE (Indian Small Business Economic Enterprise) programs, largely driven by the Interior, stand at 14 opportunities.
  • WOSB (Women-Owned Small Business) programs have tracked 13 opportunities so far.

At SAMClerk.com, we’ve noticed that HHS is particularly active this morning with Buy Indian set-asides, already posting 7 solicitations—surpassing its typical weekly volume in just two days.

NAICS Code Early-Week Movers

The early-week data points toward a massive spike in environmental and specialized maintenance services. While 336413 (Other Aircraft Parts Manufacturing) leads in volume with 141 postings, several other codes are seeing unprecedented early-week demand.

  • 115310 (Support Activities for Forestry) is the "mover of the week" so far, with 34 opportunities already. This is 2.3x its full-week average, signaling a major seasonal push.
  • 562991 (Septic Tank and Related Services) has already exceeded its weekly baseline with 19 postings.
  • 236220 (Commercial and Institutional Building Construction) is holding a steady pace with 106 opportunities.
  • 238220 (Plumbing, Heating, and Air-Conditioning Contractors) has already reached 70% of its weekly average with 54 postings.

The Midweek Wrap-Up

In summary, the first 60 hours of this week have been exceptionally high-volume. The fact that NASA and forestry support 115310 have already surpassed their full-week averages by Wednesday noon tells us that agencies are executing on large-scale plans right now. For small businesses, particularly those in the Buy Indian or SDVOSB space, the pace of new requirements is currently double what we normally expect on a Wednesday.

Don't wait for the Monday FedFlash to get moving on these. The Midweek Monitor proves that the "early bird" gets the contract. For real-time tracking and to see these "pace-pushers" as they happen, log in to SAMClerk.com and refine your search alerts today.
