Question: What is the primary basis of award for this procurement? Answer: The basis for award can be found on page 38, General Information paragraph (g); The basis for award will be best value in accordance with MMAR Part 15.101 1 Trade Off Process. Offerors are cautioned that the award is not guaranteed to the lowest priced proposal. The Government intends to rate the proposals based off a tradeoff analysis. The technical evaluation factors in descending order of importance can be found on page 39 of the Solicitation.
