The deadline for responses has been extended to 11/20/2024 at 4:00pm EST. *Q&A has been posted, see attachment* NASA/Information Technology Procurement Office (ITPO) is hereby soliciting information from potential sources for Remote Proofing Solutions for the Johnson Space Center (JSC). The National Aeronautics and Space Administration (NASA) (ITPO) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Remote Proofing Solutions. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SDVOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. NASA operates 18 in-person identity proofing facilities across the US; however, NASA does not have in-person proofing facilities near many of our remote workers. Workers that are not near one of the NASA in-person proofing facilities are required to travel to a NASA facility to complete an in-person identity proofing. NASA inperson identity proofing processes follow Federal guidance outlined in NIST 800- 63A and FIPS 201-3, which results in an Identity Assurance Level (IAL) 3 enrollment. This Request for Information (RFI) is intended to identify remote proofing solutions that are commercially available and could be integrated into the NASA identity onboarding processes to provide an IAL 3 enrollment option for remote workers. Cost efficient solutions to expand NASA IAL 3 identity proofing footprint across the US are preferred, however not required. If support options are available for remote workers going through the identity proofing process (e.g., help desk), please include capabilities that are available in your response. As part of this RFI, NASA desires feedback on the feasibility of completing a short duration (e.g., 90 days) proof of concept, which would include integrating a commercial solution into NASA identity proofing processes as an additional option to in-person identity enrollments. Additionally, in the future NASA may investigate add-on capabilities to issue NASA credentials to users that have completed an IAL 3 remote identity proofing. If commercial services are available to enable IAL 3 remote identity proofing processes and additional capabilities are available to issue Authentication Assurance Level (AAL) 3 credentials (e.g., Smartcard), please provide general solution information in your RFI response.
