NASA/NSSC has a requirement for three cryogenic heavy lift positioners and supporting electronics (with specifications matching 3x ANPz101/HL/LT/HV and 2x ANM150 Stepping Module and 1x ANB100). NASA/NSSC has a requirement for three cryogenic heavy lift positioners and supporting electronics (with specifications matching 3x ANPz101/HL/LT/HV and 2x ANM150 Stepping Module and 1x ANB100). And 2x LWDO/0.55 low temperature compatible fiber-based objective, one optimized around a wavelength bandpass of 485 nm and 1550 nm respectively. NASA/NSSC intends to issue a sole source contract to ATTOCUBE SYSTEM AG , Eglfinger Weg 2 Haar, Bayern 85540 Germany under the authority of FAR 13.106-1(b)(1)(i). If another vendor/brand is used then we expect to have compatibility problems in reading out our devices. We also already have the electronics box necessary to accept modules needed to run the Attocube Systems AG cryogenic positioners and scanners. In addition no other vendors offer the cryogenic operation of nanopositioners and scanners required. Modeling of other optical systems break at low temperatures and are too heavy to move with the cryogenic positioning system. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334516. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on July 23, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
