Pursuant to Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), “Only one responsible source and no other supplies or services will satisfy Agency requirements,” NASA Langley Research Center (LaRC) awarded a modification on December 16, 2022 to extended the period of performance (POP) by two months from December 31, 2022 to February 28, 2023 with an additional ten one-month option periods under the Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, 80LARC19D0002 with ISS Action, INC. The modification increased the contract value by $582K (two months exercised) with the possibility of an additional $2.9M if the options were exercised. A contract modification to extend the POP was necessary to serve as a bridge to allow for the continuation of the critical protective services while the NASA Protective Services – East Region contract was competed and awarded. The attached Justification for Other than Full and Open Competition provides LaRC’s rationale for this action.
