NASA, Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for requires support services of the Academy of Program, Project, and Engineering Leadership Knowledge Services (APPEL KS), including but not limited to, managing, reviewing, evaluating, and implementing APPEL KS’s Career Development (CD) and Knowledge Sharing (KS) processes and activities of the NASA Technical Workforce that align with the NASA mission. The contractor shall provide resources and activities required to provide challenging and beneficial learning activities to develop the expertise of NASA program/project managers (PPMs) and program/project support team members. The contractor shall engage NASA stakeholders, contractor partners, university and professional and research organization partners, and non-NASA stakeholders to maintain and enhance the Program/Project Management community development and the associated website and information. The contractor shall manage and develop APPEL’s collaboration with NASA’s international partners throughout the world and facilitate moving the APPEL coursework from traditional classroom or lecture venues to electronic/computer/web-based learning. The Government does not intend to acquire a commercial item using FAR Part 12. This acquisition is a competitive SBA Certified 8(a) set-aside. The NAICS Code and Size Standard are 611430 and $11 million size standard. The anticipated release date of the RFP is on or about October 16, 2020 with an anticipated offer due date of on or about November 16, 2020. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
