SINGLE/SOLE SOURCE JUSTIFICATION DOCUMENT, SIMPLIFIED LEASE ACQUISITION U.S. General Services Administration GSA Region 4 Leasing Division LEASE NUMBER: GS-04P-LFL01576 PROJECT NUMBER: 9FL2424 AGENCY: DHS National Protection and Programs Directorate FPS (DHS NA PRO & PRO DIR) 1. IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED: The General Services Administration seeks 1 radio antenna located at 350 NW 215th St, North Miami, FL 33169 for the DHS NA PRO & PRO DIR. The DHS NA PRO & PRO DIR currently has a radio antenna located at 350 NW 215th St, North Miami. The DHS NA PRO & PRO DIR will continue at this location for their radio antenna as relocating this antenna system would drastically change communications in the Miami-Dade area. This radio antenna is approximately 1,000 feet tall and provided the most optimal transmission in the state of Florida. A change in the location of this radio antenna would reduce the communications footprint in southern Florida. Approval is requested to negotiate a succeeding lease without full and open competition for continued occupancy at this leased location. (Note: for expansions please state the scope of the work to establish it is outside the general scope of the lease) 2. CALCULATION OF NET AVERAGE ANNUAL RENTAL OVER LEASE TERM: Estimated Shell Rate – N/A Estimated TI (if applicable) – N/A Lease Term including any option periods (if applicable) – 10 years Net Average Annual Rental Calculation - $26,400.00 3. DESCRIPTION OF EFFORTS TO SOLICIT AS MANY SOURCES AS PRACTICAL: GSA placed an advertisement conforming to GSAM 570.402-2 on the Federal Business Opportunities Web site (fedbizopps.gov) on 12/09/19 and received zero (0) responses. In addition, market research conducted in (CoStar) and (Loopnet), identified 0 potentially acceptable location that might meet the agency’s needs within the delineated area. 4. COST BENEFIT ANALYSIS IF APPLICABLE (insert from lease decision tool, if not applicable N/A): N/A 5. CONTRACTING OFFICER CERTIFICATION AND DETERMINATION THAT THE ANTICIPATED COST WILL BE FAIR AND REASONABLE: The projected annual rental of $26,400.00 would fall within the expected market range. The offered second generation space requires no alterations and can be occupied in an ‘as is’ condition. In accordance with GSAM 570.402, the Government may enter into a sole source action for continued occupancy when it is beneficial to the Government. In this event, a reasonable review by the Contracting Officer has determined that the Government could not expect to find a more practicable alternative through full and open completion that provides a greater benefit to the Government. GSA plans to pursue this lease as it is under the SLAT Threshold at $26,400.00 per annum. Approved By: Chris Wainwright
