This is not a solicitation or a Request for Proposal (RFP) and no contract will be awarded from this request. No Solicitation or Specifications are available at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Sources Sought Objective The GSA, PBS, Region 1, is issuing this source sought notice to obtain responses from interested and qualified firms that can successfully provide online commercial real estate marketing services as well as a secure, robust, and established online real estate auction platform. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in February of 2021. The appropriate NAICS Code is 531210 with a size standard of $8 Million. Reference www.census.gov/naics/ and https://www.sba.gov/document/support--table-size-standards The Government intends to utilize the information from this sources sought notice to identify and resolve concerns regarding the acquisition strategy, including proposed contract type, set-aside decision under the Small Business Program (FAR Part 19), acquisition planning schedule; the feasibility of the requirement; the contemplated NAICS code; and any other industry concerns or questions. The Government invites Respondents to submit ideas that could assist it in attaining its objectives. The Government will not reimburse Respondents for any expenses associated with responding to this sources sought notice, though the Government sincerely appreciates Respondents' efforts and input. Background and Project Overview The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Greater Southwest Region, Office of Real Property Utilization and Disposal (7PZ) is seeking to procure real estate auction marketing and online auction services to support disposal of a parcel of land located at the Denver Federal Center, Lakewood, CO. GSA is disposing of a parcel of land at the Denver Federal Center which offers 59 acres of prime redevelopment opportunity for high density transit oriented mixed use. Located within Lakewood, Jefferson County, Colorado, this vacant land parcel is bordered on three sides by the Regional Transportation Department (RTD) light rail with a major stop on the southern border of the Property. GSA’s objective is to contract with a professional contractor to develop and utilize industry leading auction methods of marketing to maximize the return on the sale of the Property at the best value to the Government. When the Property is offered for public online auction sale, 7PZ requires auctioneer expertise and experience to analyze the local real estate market, auction marketing and advertising strategy and campaign while generating significant local, regional, national and international interest in the Property ultimately resulting in maximum sales proceeds of not less than the Government’s agreed reserve price. Scope of Work The Auctioneers Contract with GSA will provide for the following services: Dedicated marketing, advertising, and website for the property for sale on a local and national scale for a minimum of 30 calendar days. All marketing clearly displays to the public that the Property is Government owned and being sold by the GSA and includes appropriate agency logos. Conduct Online Auction. Real-time and post-sale tracking and statistics in easy to read report format for up to 3 GSA team members to include but not limited to: website page views, documents downloaded, interested bidder’s lists, registered bidders, geographic bidder data. Auctioneer must competently and aggressively represent the Government’s fiduciary interests and the Government’s terms and conditions of sale that include, but are not limited to, the following: All-cash offers only and must include the Buyer’s agreement to purchase the property in its AS-IS and WHERE-IS condition and place. Government appraisals of real property value are confidential and not available for review. Auctioneer and their associates must sign a non-disclosure agreement in regard to the Government’s reserve price. Buyer’s letters of interest or offers outside of the scheduled auction are not actionable. All bids must be received through the online auction process. Auction proxy bids may be considered responsive if received prior to the scheduled auction bid collection date(s). Sale-purchase contract will be established prior to sale. All bidders must conform to the contract language AS-IS with no changes, contingencies, concessions or other considerations. Government provided financing terms are not available to any Buyer. Submission of Responses Interested qualified firms should submit electronically a cover sheet that provides the company description and the attached completed questionnaire. Responses must be received no later than December 18, 2020 by 3:00 PM ET. Response Format Cover Sheet, including: Company Name, DUNS Number, and Address; and Company Representative Name and Contact Information, including telephone and e-mail. Response to sources sought items in the following order. Request for Information Questionnaire Interested contractors should provide a capabilities package; this should include sufficient documentation to demonstrate the company’s ability to meet, at a minimum, the service requirements as stated within this sources sought notice. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the GSA in tailoring its requirements to be consistent with industry standards. Please provide five (5) examples of past experience where your firm has been the auctioneer for a commercial real estate sale that is similar in size, scope, and complexity. Interested contractors shall provide references for each past experience sale. Please provide evidence to establish your company's standing status as a Small Business, Small Disadvantaged Business, SDVOSB, WOSB, HUB Zone, 8(a) small business concern under applicable NAICS Code. A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group.
