The Federal Election Commission (FEC) is seeking information from qualified, experienced vendors/contractors about services to provide support and development for legacy applications. In addition to the support and development this effort also includes moving to a modern, state of the art, cloud-based, secure, platform-independent environment. The requirements of this effort are described in the draft Statement of Work (SOW). This RFI is only for the purpose of identifying potential contractors as part of the FEC’s market research. The FEC will not reimburse contractors for any expenses associated with their response to this RFI. Responses to this notice are not offers and cannot be accepted by the FEC to form a binding contract. Responses to the RFI become FEC property and will not be returned. Respondents will not be notified of the result of the review. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The FEC does not intend to award Schedule order(s) or BPAs based only on responses to this RFI. There is no commitment by the FEC to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry to respond to this RFI. All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. This RFI will be posted to Contract Opportunities. Please indicate if you have a GSA Schedule or NASA SEWP contract. No RFQ exists; therefore, do not request a copy of the RFQ. The FEC is not required to use eBuy for any resulting RFQ. NAICS: Please indicate any potential NAICS Codes that may be used for this requirement. From the RFI issue date and thereafter communications between respondent and the FEC shall be in writing by email to the Contracting Officer. All questions regarding this RFI shall reference the RFI or draft SOW page number and section number in question. Questions should be concisely stated and be numbered in sequential order. All questions shall be received by the Contracting Officer/Contract Specialist, De’Shelle Williams, dwilliams@fec.gov, no later than 12:00PM ET on December 15, 2020 Response will be provided via an amendment to the RFI. The respondent shall electronically submit to De’Shelle Williams, dwilliams@fec.gov, no later than 12:00PM ET on December 30, 2020. The respondent’s submission must be submitted in Microsoft Word or searchable Adobe .pdf format. All submissions shall not exceed 25 pages.
