This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Mumps Audio Fax INC, located at 744 W. Lancaster Ave., STE 250, Wayne, Pennsylvania 19087. Services will be for one base year from 01/31/2023 through 01/30/2024 under NAICS 541519. The vendor shall provide necessary maintenance to keep products in their intended condition. This action will result in a firm-fixed-price service contract. This notice of intent is not a request for quotations; due to the unique characteristics needed for this service Mumps Audio Fax INC is the only responsible source and no other supplies or services will satisfy agency requirements. Therefore, this service is typically procured through a Sole Source NAC Contract through VHA without competition under FAR 6.302-1. REQUIRED SERVICES: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to fulfill the AudioCare Service and Maintenance Contract as defined in this Performance Work Statement except for those items specified as Government furnished property and services. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 01/03/2023 at 12:00 PM CST, to marcus.sidney@va.gov . When responding to this announcement, respondents should put Notice of Intent AUDIOcare in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after January 3, 2020, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with MUMPS AUDIOFAX IN DBA AudioCare Systems . The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
