The Department of Veterans Affairs, Network Contracting Office 06 (NCO 06), Hampton, VA on behalf of the Asheville, Durham, Fayetteville, and Salisbury VA Medical Centers intends to solicit proposals in the future from contractors (nursing homes) in the following counties of North Carolina Alamance, Alexander, Brunswick, Buncombe, Burke, Cabarrus, Craven, Cumberland, Davidson, Duplin, Durham, Guilford, Harnett, Henderson, Hoke, Lee, Madison, McDowell, Mecklenburg, Mitchell, Moore, New Hanover, Onslow, Pitt, Robeson, Stokes, Swain, Wake and Wilson (other counties may be added as the need arises). This pre-solicitation announcement publicizes the Department of Veterans Affairs future intent, to solicit Community Nursing Home Care services at the contractor’s facilities, under an Indefinite Delivery/Indefinite Quantity contract in the parts of the VISN 06 geographical foot print specified above. The VA anticipates issuing an open and continuous solicitation for this requirement. The VA will accept proposals throughout the current year until 03-33-2023. The solicitation will be available for download from the sam.gov website. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments and attachments) from that website. No hard copies are available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the SAMS website so that they are notified of the issuance of the solicitation and any amendments. Proposals will be evaluated for award on a periodic basis. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code (623110). Firms may obtain SAM information at sam.gov. To be eligible for award, contractors must be registered in SAM. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible. NAICS Code is 623110 (Nursing Care Facilities) with a small business size standard of $30M. The classification code is Q402. This requirement will be solicited on a competitive basis. There is an anticipation of multiple awards from this solicitation, which will be made commensurate with the needs of the VA Medical Centers listed in the introductory paragraph. All responsible sources may submit proposals. The VA will consider for evaluation only proposals from sources found to be responsive and responsible that provide care in areas designated by the prospective VAMCs to be geographic areas in need of Community Nursing Home Care services. The VA will only consider proposals from contractors who are skilled nursing home facilities and licensed by the State of North Carolina and who are Medicaid qualified (Overall 3-5 Star Ratings). Patient placements in contract nursing home facilities are based on availability of facilities in a geographical location and the desires of the veterans and their respective families. Because it is impossible to determine actual usage of any particular contract facility, the VA uses Indefinite Delivery/Indefinite Quantity contract vehicle.
