Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2/RPO East of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing Mobile Office Trailers Lease for VA New Jersey Healthcare System Lyons Campus and East Orange Campus. The North American Industry Classification Systems (NAICS) is 532490  Responses to this notice must be submitted in writing (email ) and must be received no later than December 4, 2020 at 4:00  PM EST. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this procurement.  Please review the attached Statement of Work included herein. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 532490. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on GSA E-buy website https://beta.sam.gov/ at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF WORK 1.  BACKGROUND: This requirement is for the rental of three mobile trailers for the VA New Jersey Health Care Campuses. Two Trailers are for the Lyons Veterans Medical Facility. One Trailer is for the East Orange Campus.    2.  OBJECTIVES: To provide shelter for staff who provide care and COVID -19 testing for. The Trailers will be used to keep staff out of the elements during harsh weather conditions. 3.  PLACE OF PERFORMANCE: East Orange Campus Lyons Campus 385 Tremont Avenue 151 Knollcroft Road East Orange, NJ 07018-1095 Lyons, NJ 07939 4. PERIOD OF PERFORMANCE: All tasks and deliverables for this contract must be performed January 1, 2021- December 31, 2022 with 1 option year. 5. SCOPE: 1.The contractor shall provide all supervision, management, tools, supplies, materials, equipment, transportation, and labor associated with this requirement.  2. Contractor shall supply rental of one 36 x10 trailer and one 20 x8 trailer to the Lyons Campus and one 20 x8 trailer to the East Orange Campus. The 36 x 10 trailers shall include a restroom for employee use. 3. Contractor shall block and level tie-down and attach shirting for each trailer. 4. Contractor shall service the 36 x10 restroom once weekly removing all sewage waste. 5. Trailer must be capable to provide heating and cooling. 6. OSHA approved steps must be included for each entry point. 7. Upon completion of performance, contractor shall remove all rental trailers and associated supplies and materials from VA property.  8.The contractor shall follow all the Veterans Administrations, State, Federal, OSHA rules and safety regulations in set up, removal, and waste management.   6.  HOURS OF OPERATION:  The Contractor shall perform all work tasks during regular business hours. Regular business hours for both locations are from 7 AM to 4:30 PM Monday thru Friday. Contractor cannot work outside of these hours or during federal holidays without prior approval from Facility Manager.  7.  OTHER UNIQUE REQUIREMENTS: All work shall be performed by competent personal experienced and qualified to work on the specific equipment. Contractor shall provide certification as required by the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO). 8.  QUALITY ASSURANCE REQUIREMENT: Set up and removal will be inspected by VA COR or authorized VA personnel upon completion. this inspection shall occur in the presence of contractor personnel for verification purposes. Weekly waste removal will receive periodic inspection by VA COR to ensure quality control measures are adhered to.
