The Department of Veterans Affairs (VA) intends to award a sole source purchase order to BISK Education, Inc. FBO Michigan State University (MSU), Broad College of Business, 3535 Forest Rd Ste A180, Lansing, MI 48910 for attendance of VA employees in MSU’s Masters Certificate in Advanced Procurement Management, Strategic Sourcing Program. VA requires graduate-level training with an advanced procurement-based approach to supply chain management and strategic sourcing methodologies for four VA candidates within the Office of Strategic Sourcing (OSS). The training will be virtual and made available through MSU’s partner BISK Education, Inc. who is the single source for this online program. After completion of the training program, each candidate will receive a Masters Certificate. This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 and 13.501. This is a "Notice of Intent" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 2:00PM ET on January 18, 2021. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
