This Justification for an Exception to Fair Opportunity is on behalf of the Veterans Integrated Services Network (VISN) 23, Veterans Affairs Medical Center (VAMC)- Minneapolis, Minnesota and will be executed by the Veterans Affairs National Acquisition Center (NAC) located in Hines, Illinois. The activity proposes the issuance of a sole-source delivery order against Indefinite Delivery/Indefinite Quantity (IDIQ) contract SPE2D1-19-D-0018 awarded to Medtronic USA for procurement of the O-arm O2 Imaging System to integrate with the VAMCMinneapolis owned StealthStation surgical navigation system. This equipment will expand the capabilities of the operating room staff to perform Deep Brain Stimulation (DBS) implantation and other spinal surgery and diagnosis through the use of 3D imaging technology. The system must have the ability to capture and integrate 3D images with the Medtronic StealthStation surgical navigation system currently in use at the VAMC- Minneapolis. The ability to capture 3D images is clinically important as it will allow for improved visualization of the patient anatomy during complex DBS and other invasive procedures.
