Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with John R. Njord, LLC for an agency developed course, Innovative & Exceptional Partnerships (IEP). The purpose of this course is to provide an opportunity for current Division Administrators and aspiring Division Administrators to dialogue, receive feedback, ask questions and sharpen tools related to building effective partnerships with their State CEOs. This course is different from any other FHWA courses in that the course designed to be co-facilitated by a past State CEO. While FHWA has access to the course materials we do not have a past state CEO that can facilitate the instruction of the material and deliver the content virtual. No other consultant was identified with the required background and qualifications to facilitate this training. John Njord is a transportation professional with significant experience working with states transportation CEOs, which makes his skills and experience are very unique. Mr. Njord’s experience includes partnering in the development of materials in past offering of this Innovative and Partnership workshop. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
